VISTO:<\/strong><\/p>\n

El Art\u00edculo 75 y 77 de la carta org\u00e1nica municipal y la necesidad de disminuir la cantidad de residuos domiciliarios que diariamente se genera en la ciudad,<\/p>\n

CONSIDERANDO:<\/strong><\/p>\n

Que uno de los problemas m\u00e1s graves en nuestra sociedad es el exceso de contaminaci\u00f3n y el mal manejo de los desechos y la falta de conciencia de los ciudadanos acerca del tema;<\/p>\n

Que es menester informar, capacitar y facilitar herramientas a los mismos para concientizar acerca de la separaci\u00f3n en origen y los beneficios que ello trae al medioambiente y la poblaci\u00f3n toda;<\/p>\n

Que es necesario profundizar la sensibilidad de la poblaci\u00f3n acerca de la tem\u00e1tica ambiental, para lograr as\u00ed que nuestra ciudadan\u00eda tome una actitud proactiva con miras al consumo sustentable, responsabiliz\u00e1ndose en sus propios consumos y desechos que genera;<\/p>\n

Que la composta es el proceso de la descomposici\u00f3n de los desperdicios org\u00e1nicos en el cual la materia vegetal se transforma en abono, un producto con excelentes propiedades como fertilizante y regenerador de suelos, denominado tambi\u00e9n compost;<\/p>\n

Que este proceso se realiza principalmente con los residuos vegetales de la cocina y del jard\u00edn, interviniendo millones de microorganismos, hongos y numerosos invertebrados que descomponen los residuos org\u00e1nicos convirti\u00e9ndolos en humus, que estos organismos viven en presencia de aire (organismos aerobios), por lo que en el compostaje no hay putrefacci\u00f3n y, por tanto, tampoco malos olores.<\/p>\n

Que a trav\u00e9s del compostaje dom\u00e9stico conseguimos una reducci\u00f3n en origen de los residuos urbanos, minimizando los problemas ambientales ocasionados por el transporte de los mismos y por su tratamiento en vertederos (contaminaci\u00f3n de aire y suelos, malos olores, ocupaci\u00f3n del territorio, etc.);<\/p>\n

Que hay muchas ventajas de hacer compost de forma dom\u00e9stica, por ejemplo: se mejora la estructura de los suelos, haci\u00e9ndolos m\u00e1s f\u00e1cilmente trabajables, optimizando su capacidad de retenci\u00f3n de agua, su ventilaci\u00f3n y previniendo los efectos de las heladas; adem\u00e1s, aumentamos la cantidad de materia org\u00e1nica del suelo y la disponibilidad de nutrientes asimilables para las plantas;<\/p>\n

Que realizar el compostaje hogare\u00f1o no solo cuenta con estos beneficios, sino que adem\u00e1s es una gran ventaja para el municipio y por extensi\u00f3n, para toda la ciudad, ya que el residuo ser\u00eda tratado en el domicilio y reutilizado all\u00ed mismo y se reducir\u00eda un gran porcentaje del volumen que dejamos afuera de nuestros hogares;<\/p>\n

Que en otras ciudades se sancionaron ordenanzas similares, como ser Rosario y Venado Tuerto, que tomamos como antecedentes algunas de ellas, teniendo en cuenta nuestra realidad local y que elegimos dejar el nombre del Programa \u201cHogares Verdes\u201d para que se identifique esta tendencia mundial;<\/p>\n

Que por todo ello, el Concejo Municipal de la ciudad de Resistencia, en uso de sus facultades y atribuciones, sanciona la presente ordenanza.<\/p>\n

 <\/p>\n

EL CONCEJO MUNICIPAL DE LA CIUDAD DE RESISTENCIA<\/strong>
\nSANCIONA CON FUERZA DE ORDENANZA:<\/strong><\/p>\n

Art\u00edculo.1:<\/strong> Cr\u00e9ase el \u201cPrograma Hogares Verdes\u201d, el cual tendr\u00e1 por objeto facilitar el cambio de h\u00e1bitos y conductas ciudadanas con impacto negativo hacia nuestro medioambiente, fomentando la separaci\u00f3n de residuos en origen y la realizaci\u00f3n del compostaje domiciliario.<\/p>\n

Art\u00edculo 2:<\/strong> Son objetivos de la presente:<\/p>\n

    \n
  1. Generar conciencia y sensibilizar a la ciudadan\u00eda sobre las pr\u00e1cticas sustentables del tratamiento del residuo s\u00f3lido urbano,<\/li>\n
  2. Difundir los beneficios de la utilizaci\u00f3n del compostaje, generando promotores en la comunidad de estas pr\u00e1cticas;<\/li>\n
  3. Articular con la producci\u00f3n de la agricultura familiar, huertas escolares y vivero municipal la provisi\u00f3n de compost.<\/li>\n<\/ol>\n

    Art\u00edculo 3:<\/strong> La autoridad de aplicaci\u00f3n podr\u00e1:<\/p>\n

      \n
    1. Realizar campa\u00f1as de difusi\u00f3n, concientizaci\u00f3n y sensibilizaci\u00f3n a trav\u00e9s de todos los medios de comunicaci\u00f3n posibles;<\/li>\n
    2. Brindar cursos de capacitaci\u00f3n y herramientas que faciliten y estimulen su implementaci\u00f3n, a funcionarios, funcionarias y agentes municipales, familias, entidades
      \nintermedias, escuelas, grupos de vecinos de la ciudad que, preocupados por el impacto ambiental y social de sus decisiones y acciones diarias, as\u00ed lo requieran.<\/li>\n
    3. Realizar el acompa\u00f1amiento a las familias en el proceso de cambio hacia una utilizaci\u00f3n m\u00e1s responsable de los residuos del hogar, estimulando medidas y comportamientos de consumo sustentables, ahorro energ\u00e9tico, compras ecol\u00f3gicas, capacit\u00e1ndolas acerca de c\u00f3mo realizar su propio compostador y c\u00f3mo llevar a cabo el proceso de compostaje.Art\u00edculo 4.-<\/strong> El Departamento Ejecutivo Municipal podr\u00e1 celebrar acuerdos con organismos provinciales y nacionales competentes, a efectos de complementar los recursos econ\u00f3micos y humanos necesarios para el logro de los objetivos del programa, como as\u00ed tambi\u00e9n con las Organizaciones No Gubernamentales creadas con fines ambientales.\n

      Art\u00edculo 5.-<\/strong> Cada vivienda o edificio que adhiera al \u201cPrograma Hogares Verdes\u201d recibir\u00e1 un sticker, calcoman\u00eda o cartel, que publicite su compromiso con el mismo y el medio ambiente.<\/p>\n

      Art\u00edculo 6:<\/strong> La autoridad de aplicaci\u00f3n podr\u00e1 recolectar el excedente de compostaje y utilizarlo en el Vivero Municipal o donarlo a huertas escolares o personas que practiquen la agricultura familiar.<\/p>\n

      Art\u00edculo.7.- La Autoridad de Aplicaci\u00f3n de la presente Ordenanza ser\u00e1 la Subsecretaria de Ambiente de la Municipalidad de Resistencia.<\/p>\n

      Art\u00edculo.8.-<\/strong> Comun\u00edquese, publ\u00edquese y
