Fabricio Bolatti ante la creaci\u00f3n de la Agencia de Desarrollo de la Ciudad<\/p>\r\n\r\n\r\n\r\n

<\/p>\r\n\r\n\r\n\r\n

Luego de las distintas etapas de debate en el recinto y trabajo en las Comisiones, el Concejo Municipal aprob\u00f3 una ordenanza con la que crea la Agencia de Desarrollo de la Ciudad, la que abordar\u00e1 la pol\u00edtica de promover el desarrollo inmobiliario y la generaci\u00f3n o producci\u00f3n de suelo urbano, todo dentro del C\u00f3digo de Planeamiento Urbano o la norma que establezca los lineamientos generales de urbanizaci\u00f3n de la ciudad.<\/p>\r\n\r\n\r\n\r\n

DIFERENCIAS CON LA PRIMERA INICIATIVA OFICIAL<\/strong><\/p>\r\n\r\n\r\n\r\n

La ordenanza sancionada dista mucho de la propuesta oficial original, \u00e9sta s\u00f3lo buscaba impulsar, gestionar y promocionar nuevos desarrollos econ\u00f3micos urbanos, con la idea de generar actividad econ\u00f3mica y empleo. Para ello se le otorgaba al nuevo ente, facultades que hoy son del Concejo Municipal, como la de comprar y vender bienes del Municipio, disponer de recursos libremente en el marco de su funci\u00f3n, aprobar los proyectos recibidos, administrar fideicomisos, entre otras. Adem\u00e1s se otorgaba al Intendente la de crear la estructura org\u00e1nica necesaria para su funcionamiento.<\/p>\r\n\r\n\r\n\r\n

La Agencia de Desarrollo de la Ciudad que se pone en marcha, ha sido complementada en sus objetivos y funciones, pero ha sido limitada en su alcance en las decisiones y manejo de recursos p\u00fablicos, reserv\u00e1ndose para ello el Concejo Municipal, todas las facultades otorgadas por la Carta Org\u00e1nica Municipal, incluso la de aprobar la estructura de personal que se requiere para funcionar, la que deber\u00e1 contar con el acuerdo del dos tercio de los votos en el Concejo.<\/p>\r\n\r\n\r\n\r\n

\u201cLa idea es planificar y prever el manejo de la tierra; creemos que este dise\u00f1o de Agencia que hoy aprobamos es distinta al proyecto original. Va a tener un esquema de trabajo contenido por este Concejo, que se reserva las facultades. Por ejemplo, decidir la venta o afectaci\u00f3n de bienes del patrimonio municipal, de aprobar las urbanizaciones, determinar el presupuesto y la estructura funcional y org\u00e1nica de la Agencia, a propuesta del Intendente\u201d, expresaba el concejal Fabricio Bolatti, cuando fundaba el voto.<\/p>\r\n\r\n\r\n\r\n

\u201cVa ser un ente aut\u00e1rquico, pero debe coordinar con las \u00e1reas correspondientes en el Municipio, quienes siguen frente a las responsabilidades que hoy tienen. Tambi\u00e9n las y los vecinos tendr\u00e1n un rol importante y se garantiza el \u00e1mbito de participaci\u00f3n a trav\u00e9s de las audiencias p\u00fablicas previas, dentro del sistema de doble lectura establecido para la aprobaci\u00f3n de ordenanzas, oportunidad donde deber\u00edan poder disponer de la informaci\u00f3n y dar la opini\u00f3n sobre cada caso\u201d, sostuvo.<\/p>\r\n\r\n\r\n\r\n

CREACI\u00d3N DE UN BANCO DE TIERRAS<\/strong><\/p>\r\n\r\n\r\n\r\n

\u201cLa creaci\u00f3n del \u201cBanco de Tierras\u201d es muy positivo y hace a la prevenci\u00f3n de los conflictos por la tierra, debemos saber con qu\u00e9 tierras contamos en la ciudad, ya sean privadas o p\u00fablicas; municipal, provincial o nacional, sino sabemos de ellas y de la factibilidad de urbanizaci\u00f3n, no se puede planificar, ni encarar proyectos de desarrollo sustentables y ordenados\u201d, opin\u00f3 el edil.<\/p>\r\n\r\n\r\n\r\n

Bolatti tambi\u00e9n remarc\u00f3 que hace a\u00f1os propone esta idea, la que defini\u00f3 como \u201cuna soluci\u00f3n a las urbanizaciones \u2018autodefinidas\u2019 por los vecinos y vecinas ante la falta de alternativas, dan origen a tomas de tierra y leyes de expropiaci\u00f3n como soluci\u00f3n a las mismas. Quedando en estos casos un desarrollo del h\u00e1bitat urbano, sin las condiciones necesarias para vivir dignamente, en muchas de las experiencias\u201d.<\/p>\r\n\r\n\r\n\r\n

\u201cQue haya un registro, un estudio y diagn\u00f3stico, ayuda a promover su utilizaci\u00f3n por parte del Estado y del sector privado. Cuando se construyen viviendas en la ciudad los empresarios salen a buscar espacio para proponerle al Estado donde realizar la construcci\u00f3n, ese es un rol de planificaci\u00f3n que el Estado debe tener, para ello debe conocer con qu\u00e9 tierras cuenta en todos los niveles\u201d, concluy\u00f3 Bolatti.<\/p>\r\n","protected":false},"excerpt":{"rendered":"
