{"id":599,"date":"2020-09-01T00:13:35","date_gmt":"2020-09-01T00:13:35","guid":{"rendered":"https:\/\/fabriciob.ar\/web\/?p=599"},"modified":"2021-10-07T02:43:37","modified_gmt":"2021-10-07T02:43:37","slug":"triunfo-de-los-vecinos-en-el-concejo-se-derogo-el-impuestazo","status":"publish","type":"post","link":"https:\/\/fabriciob.ar\/web\/triunfo-de-los-vecinos-en-el-concejo-se-derogo-el-impuestazo\/","title":{"rendered":"TRIUNFO DE LOS VECINOS EN EL CONCEJO: SE DEROG\u00d3 EL IMPUESTAZO"},"content":{"rendered":"\r\n<p><strong><em>Vuelta atr\u00e1s a una ordenanza ilegal<\/em><\/strong><\/p>\r\n\r\n\r\n\r\n<p><!--more--><\/p>\r\n\r\n\r\n\r\n<p>Este martes, el Concejo Municipal de Resistencia llev\u00f3 a cabo una nueva sesi\u00f3n de manera presencial y especial pese al contexto de pandemia y ante la necesidad del urgente tratamiento de normas que beneficiar\u00e1n a las y los resistencianos.<\/p>\r\n\r\n\r\n\r\n<p>Durante m\u00e1s de dos meses, el Ejecutivo Municipal desobedeci\u00f3 el fallo dictado por el Tribunal de la C\u00e1mara Contencioso Administrativa. Fallo que fue contundente, muy s\u00f3lido y de fundamentos irreversibles, por las irregularidades y omisiones legales que se cometieron en el proceso legislativo que aprob\u00f3 la Ordenanza 13.258.<\/p>\r\n\r\n\r\n\r\n<p>\u201cEsta decisi\u00f3n pol\u00edtica fue claramente motivada por la situaci\u00f3n en la que se encuentra la causa judicial, que inici\u00f3 tras no ser o\u00eddos dentro del recinto y por la que la Justicia declar\u00f3 la inconstitucionalidad de la irregular norma\u201d, manifest\u00f3 el Concejal Fabricio Bolatti.<\/p>\r\n\r\n\r\n\r\n<p>\u201cEsta ordenanza no fue legitimada ni acompa\u00f1ada por algunos de los concejales opositores ni por los vecinos, que se sumaron a esta lucha desde el primer d\u00eda\u201d, se\u00f1al\u00f3 el edil.<\/p>\r\n\r\n\r\n\r\n<p>Asimismo, remarc\u00f3 que \u201cla norma no s\u00f3lo surgi\u00f3 de un proceso viciado, violando los principios fundamentales de la Constituci\u00f3n y de la Carta Org\u00e1nica, sino que tambi\u00e9n incurri\u00f3 luego en el delito de desobediencia judicial por parte del Ejecutivo Municipal\u201d.<\/p>\r\n\r\n\r\n\r\n<p>\u201cHoy ocupamos este lugar para trabajar por las garant\u00edas de la ciudadan\u00eda, bregar porque las decisiones que se tomen en el \u00e1mbito administrativo legislativo respeten el sistema democr\u00e1tico del cual somos parte\u201d, subray\u00f3 el edil.<\/p>\r\n\r\n\r\n\r\n<p><strong>NUEVA ORDENANZA<\/strong><\/p>\r\n\r\n\r\n\r\n<p>La derogaci\u00f3n del \u201cimpuestazo\u201d fue acompa\u00f1ada por la sanci\u00f3n de una nueva ordenanza tributaria e impositiva, impulsada por el acuerdo de los ediles Alicia Fr\u00edas, Carla Canteros, Dino Ortiz Melgratti y los cinco concejales que pertenecen al CER (bloque del intendente).<\/p>\r\n\r\n\r\n\r\n<p>\u201cEsta nueva ordenanza vuelve atr\u00e1s con la modificaci\u00f3n de las \u00abzonas\u00bb de recategorizaci\u00f3n que fundaba gran parte de los aumentos que superaban el 150 por ciento\u201d, detall\u00f3 el concejal y agreg\u00f3 que \u201cpara el resto de los aumentos de valor de la tierra y tasas, el porcentaje de incremento se reduce a la mitad, ubic\u00e1ndose en torno al 65 por ciento\u201d.<\/p>\r\n\r\n\r\n\r\n<p>Consultado sobre la votaci\u00f3n, el concejal del Frente Chaque\u00f1o precis\u00f3 que \u201cen general\u201d vot\u00f3 \u201ca favor\u201d, ya que el planteo inicial hab\u00eda sido la derogaci\u00f3n del impuestazo y una nueva norma que plant\u00e9e menores aumentos, adem\u00e1s de la incorporaci\u00f3n de aportes para reestructurar los vencimientos, garantizar que los pagos hechos constituyan un cr\u00e9dito del contribuyente y que se otorgue nuevamente la posibilidad de pagar adelantado, pero con bonificaciones tal cual el programa \u00abbuen contribuyente\u00bb lo establece.<\/p>\r\n\r\n\r\n\r\n<p>Y en lo que fue la votaci\u00f3n \u201cen particular\u201d, Bolatti indic\u00f3 que su voto fue \u00aben contra\u00bb, \u201cpor el poco tiempo que hubo para analizar la propuesta y porque pretend\u00edamos que el aumento sea menor, ubic\u00e1ndose en torno al % de la inflaci\u00f3n anual, eso rondaba el 40 por ciento\u201d, aleg\u00f3.<\/p>\r\n\r\n\r\n\r\n<p><strong>IMPACTO A FAVOR DE LOS RESISTENCIANOS<\/strong><\/p>\r\n\r\n\r\n\r\n<p>\u201cNuestra lucha por los derechos de las y los vecinos, finalmente tuvo el impacto esperado, y tras un largo camino de idas y vueltas, se logr\u00f3 ponerle un punto final al impuestazo, que configuraba un gran golpe al bolsillo de los resistencianos\u201d, destac\u00f3.<\/p>\r\n\r\n\r\n\r\n<p>\u201cCreemos que este es el camino. Hacer las cosas bien. Respetando las garant\u00edas de los ciudadanos.
