VISTO:<\/strong>
\nEl Decreto Nacional N\u00b0 260\/20 de Emergencia Sanitaria, el Decreto Provincial de Emergencia Sanitaria, la Resoluci\u00f3n de Intendencia por la que se adhiere al mismo, la Carta Org\u00e1nica de la ciudad, en el Art\u00edculo N\u00b0196, facultades del Concejo de aprobar o determinar el valor de impuesto, tasas y patentes y la Ordenanza N\u00b0 13294 Impositiva y Tributaria vigente.<\/p>\n

CONSIDERANDOS:<\/strong><\/p>\n

Que el transporte p\u00fablico de pasajeros fue una de las actividades perjudicadas por las consecuencias de las medidas establecidas por las normas citadas,<\/p>\n

Que desde la prohibici\u00f3n de la actividad, su limitaci\u00f3n horaria y en nuevas condiciones, hasta restricciones de hecho por el cese de la actividad en t\u00e9rminos generales, han provocado que desde fines del mes de marzo hasta estos d\u00edas, no existan condiciones normales de trabajo y de prestaci\u00f3n de servicios de transporte p\u00fablico de personas,<\/p>\n

Que el Servicio P\u00fablico de Transporte Urbano de Pasajeros en las modalidades de TAXIS y Remises, no viene recibiendo subsidios de los gobiernos Nacional y provincial en forma habitual como s\u00ed lo hace el de Colectivos, valores que han sido adaptados a la situaci\u00f3n, permitiendo compensar en parte las consecuencias padecidas por la situaci\u00f3n de emergencia general,<\/p>\n

Que ante esta situaci\u00f3n y observando que estos servicios son de incumbencia municipal, que el Municipio es quien otorga la licencia o habilita cada unidad de servicio, adem\u00e1s de que es quien controla y realiza las renovaciones anuales, creemos oportuno que se acompa\u00f1e institucionalmente, con un aporte equivalente al 50% del valor de las pr\u00f3ximos vencimientos de cuota bimestral de Patente, as\u00ed como sobre el pago de canon exigido para la renovaci\u00f3n anual y otros tr\u00e1mites,<\/p>\n

Que existen en estos dos sistemas, personas o titulares que acumulan la propiedad de varias licencias, por lo que entendemos que el esfuerzo presupuestario de la presente decisi\u00f3n, debe limitarse en el equivalente a dos (2) licencias por propietario, de manera de asegurar que alcance a quienes tienen menor patrimonio afectado al sistema, lo que est\u00e1 relacionado con su capacidad contributiva, no discriminando a quienes mayor inversi\u00f3n realizaron oportunamente y que seguro fueron igualmente perjudicado por la situaci\u00f3n de emergencia, sino igualando la asistencia por persona relacionada.<\/p>\n

QUE POR TODO ELLO:<\/strong><\/p>\n

EL CONCEJO MUNICIPAL DE LA CIUDAD DE RESISTENCIA<\/strong>
\nSANCIONA CON FUERZA DE ORDENANZA:<\/strong><\/p>\n

 <\/p>\n

Art\u00edculo 1\u00b0:<\/strong> Por la presente se establece que por \u00fanica vez, y ante la dif\u00edcil situaci\u00f3n generada por la Emergencia Sanitaria Covid19 desde marzo a diciembre del a\u00f1o 2020, la que impidi\u00f3 el normal funcionamiento de las actividades de Servicio P\u00fablico de Transporte Urbano de Pasajeros para las modalidades de TAXIS y Remises, las que est\u00e1n normadas bajo la incumbencia municipal en las Ordenanzas N\u00b0 7400 y N\u00b0 13294, respectivamente y no reciben subsidios peri\u00f3dicos y permanentes del Estado, tendr\u00e1n una bonificaci\u00f3n del 50% en el pago de los siguientes conceptos:<\/p>\n

Sobre la obligaci\u00f3n que surge de la Anexo II – Ordenanza General Impositiva N\u00b0 13294, en su Cap\u00edtulo XIII \u2013 Patentamiento de Rodados \u2013 Art\u00edculo N\u00b055, pago Patente.<\/p>\n

Sobre la obligaci\u00f3n que surge de la Anexo II – Ordenanza General Impositiva N\u00b0 13294, en su Cap\u00edtulo XXI \u2013 Transporte P\u00fablico \u2013 Registro de Autos Cl\u00e1sicos \u2013,Art\u00edculo N\u00b0103, apartado Veh\u00edculos utilizados para el transporte de personas, en su inciso G) Veh\u00edculos para taxis o remises, para los puntos expuestos y los conceptos nombrados puntualmente a continuaci\u00f3n:<\/p>\n

G) Veh\u00edculos para taxis o remises:
\n\u2026 .
\n2) Renovaci\u00f3n anual.
\n\u2026 .
\n5) Inspecci\u00f3n ocular semanal.
\n6) Tarjeta de Chofer.
\n\u2026 .<\/p>\n

Art\u00edculo 2\u00b0:<\/strong> La bonificaci\u00f3n establecida en el Art\u00edculo anterior regir\u00e1:<\/p>\n

Para el caso de Patentes, sobre las cuatro (4) cuotas bimestrales que tengan vencimiento posterior y correlativo a la puesta en vigencia de la presente norma, sobre el veh\u00edculo de propiedad del titular de licencia y que se encuentre afectado y activo en la prestaci\u00f3n del servicio concedido por la misma, al momento de la entrada en vigencia de la presente. Ning\u00fan licenciatario podr\u00e1 acceder a este beneficio por m\u00e1s de dos (2) licencias a su nombre, en su caso elegir\u00e1 el veh\u00edculo de su propiedad que est\u00e9 habilitado, para que se tome como base de c\u00e1lculo del beneficio.<\/p>\n

En el caso de la Renovaci\u00f3n anual, Inspecci\u00f3n ocular semanal y Tarjeta de Chofer, la bonificaci\u00f3n ser\u00e1 sobre la pr\u00f3xima obligaci\u00f3n que recae sobre cada licencia. Ning\u00fan licenciatario podr\u00e1 acceder a este beneficio por m\u00e1s de dos (2) licencias a su nombre.<\/p>\n
